remove Thomas Cooper as co-chair of OSR #289

Given my lack of participation, I'm stepping down as co-chair of the OSR special interest group to allow for others to take my place. I will continue to represent RBC in the SIG as a participant, be involved in broader FINOS initiatives & hope to be able to return to OSR as a contributor in the future. Thank you to the OSR & FINOS team for your patience and understanding.
