Upgrade to jupyterlab 4 #2414

Updates JupyterLab dependency to >=4,<5. Needs https://github.com/finos/perspective/pull/2413 to regenerate CI dependencies. Fixes https://github.com/finos/perspective/issues/2307

Thanks for the PR! As we already support JupyterLab 4 and we don't need this upgrade, I'm closing this PR for now. Let's revisit this when it's predicated by a feature or bugfix.
