Add scheduled runs of github actions #8

Feature Request

Description of Problem:

We discovered during CFI meeting finos/compliant-financial-infrastructure#226 that our EKS IAC was no longer working. (due to finos/compliant-financial-infrastructure#228)

Potential Solutions:

We should be automatically running all pipelines on a schedule, not just on merge-to-master, to make sure we are getting these warnings, and to keep our magical badges up to date once finos/compliant-financial-infrastructure#216 is merged.

It isn't, but should probably be moved into the eks child module
