Experiment with NavAid Org / Person hierarchy builder

Description

Navaids are very time consuming to build in Visio (or similar tools) and frequently need ammendments.

This task will see if a lightweight builder can be created to reduce the burden of maintaining accurate navaids

We are specifically interested in:

• [x] Person hierarchies
• [ ] Org Unit hierarchies

The existing prototype measurable / datatype navaid builder could be included in the ui work if we decide to pursue this avenue.
