Support for 3GPP SGd Interface for SMS in base dictionary. #193

  1. Added support for 3GPP SGd interface as per 3GPP TS 29.338 version 16.1.0 Release 16.
  2. Added new xml file for the interface, updated autogen.sh to read the new XML.
  3. Autogenerated the diameter constants using autogen.sh.
  4. Updated the tests to check for the new application ID.
