The idea is to keep the version at mix.exs updated when a release is published, taking the version from the current release tag.
That value is written to the VERSION file and commited/pushed to master when all the release steps were succeeded.
NOTE: The commit with the updated VERSION file will be after the one pointed by the release tag.
