where is the app, this is just the program file

Not sure if I understand your question... the program file is the entry point, 
which starts MainForm, which in turn contains the real logic of the app.

Could you please describe the issue with the ApiExplorerWinForm in detail? What 
is the issue, how is it caused and since when is it occuring?

You can get that package by checking out the "default" repository using 
Mercurial:

 hg clone https://code.google.com/p/google-api-dotnet-client/ google-api-dotnet-client

However, the samples in this folder have been marked as deprecated and we don't 
recommend using them, as they suggest a wrong kind of API usage. We instead 
suggest checking out the sample repository, which contains updated samples for 
all major APIs:
