Random seed 7587; Large, otherwise default; King; 7 civilizations, playing as Indian. English are building irrigation in mountains.

Not sure this is allowed, and it may not even have been taking rivers/ocean into account.

Confirmed. Microprose response: "This terrain type cannot be irrigated." when attempting to irrigate mountains. Even when said mountains are next to the ocean.
