feat: add Vietnamese locale support

Description

This pull request addresses the addition of Vietnamese locale support to the FirebaseUI-Flutter library. The purpose is to enhance the usability of the library for Vietnamese-speaking developers and users.

Lack of language for Vietnamese.

@Trung15010802 are you willing to update packages/firebase_ui_localizations/lib/src/all_languages.dart and ask someone who speaks Vietnamese? I'm confused because you closed the PR but then opened it again :)
