when i migrate legacy http api to http v1。 return code:403，messge:Firebase Cloud Messaging API has not been used in project. so i have two question: 1: why FCM api is not open? we used legacy http api，this interface can be work even FCM api not open? 2: if i open FCM api, the legacy http api can also be work?
