[Core] Update FirebaseCore pod deps to allow patch updates #14113

Updated all FirebaseCore, FirebaseCoreExtension and FirebaseCoreInternal dependencies in podspecs to allow patch updates (changed from '11.6.0' to '~> 11.6.0').
