upgrade pubsub emulator version to 0.8.11 or higher #7197

The pubsub emulator released with the current firebase-tools does not support payload unwrapping. Can you please upgrade the pubsub emulator included with firebase-tools to a more modern version, preferably 0.8.11 or higher?
