Are these typos intentional?

This is a JIRA Add-on for Splunk.

(I got a good crack out of upgoat :-). That should be a verb if it isn't already.)

Yes, this hilarious joke is intentional. "Upgoat" as an alternative for "Upvote" is used, constantly, in the #splunk IRC channel on efnet.

However, since the splunkbase migration, the upgoat URL is incorrect! Let's fix that here instead :)
