This PR handles:

NOTE: My editor is automatically enforcing tabs vs spaces settings. I'm not sure how to turn this off. So I'll try to explain the changes here to make the review more bearable. Also, this project has a mixture of spaces vs tabs and 4 vs 2 spacing. If we can agree on one format that would be great.

Task 13

• Added function setDownwindOpenCanopy to spot.h and spotInputs.h
• Added function getDownwindOpenCanopy to spot.h and spotInputs.h
• Added private member variable: double downwindOpenCanopy_;
• Updated setDownwindCoverHeight to check if downwindOpenCanopy_ is set and if so, then multiply downwindCoverHeight by 0.5

Task 8

• Added function getSurfaceFireReactionIntensityForLifeState to surface.h, surfaceFire.h, surfaceFireReactionIntensity.h
