spawned processes don't die on Windows? #117

It looks like spawned processes (e.g., simpleFoam) don't die when WindNinja dies (e.g., if you cancel in the middle of a run). Only on Windows.

If this is possible, it's not possible through the CPL multiprocess api we use. Retargeting to 3.1.0
