Please, search for "improperly" in the manual.
It is in a PDF format that allows searching.
You'll find two matches.
You try to put too much agents on a too small area.
So, change the XB of your EVAC namelist or the initial
number of the agents or both. Note, that the initial
placement of the agents is stochastic (i.e., random
positions and random body orientations and random
body sizes). So, you might sometimes be successfull and
sometimes not, if you are "on the limit" of the agent
density that can be placed.
Search also the discussion forum "high density of agents"
and you'll find some explanation.

Thank you for your reply.
I had read the manual,and in the beginning I set few agents(10 in the area).
I think the density of people is not problem.

Check the "CHID_evac.out" file that contains information
for the user (similar than the fire output file CHID.out).
Below is the text file EVACnewone_evac.out. You see, that
the programme was not able to place any agents in the
calculation, the first one it tried, failed:
x=243.61, y=6.20, z=2.00.
Your EVAC namelist: XB=0.0,360.0, 1.0,11.0, 1.0,3.0,
So, check your MESH XB. It might be that you do not have
any empty space in the evacuation mesh, it is totally filled
with OBSTs.
Check the figure "Figure 33. A 2D evacuation mesh" at the
page 69 in the manual. If the red plane will touch the floor
(or ceiling) then the whole floor (ceiling) will be added
as abstacle for walking... So, bu adjusting the z-range of
your evacuation mesh cleverly, you get just those obastacles
in the mesh that hinders walking. E.g. a stage (say, 20 cm high)
at some restaurant (some tables are a little bit higher than
others or similar stuff) should not be in the evacuation mesh.
So set the lower-z higher than this level. And same thing for
stuff hanging at the ceiling that do not hinder walking...

It seems that your floor level is at z=1.0m. (Mid-z coordinate of
evac-mesh XB = 2.0 and minus evac_z_offset (1.0m) gives 1.0m as
the floor level for the agents. Are you having a floor there?
If so, the evac-mesh XB touches the floor and the floor is taken
as OBSTs. So, XB => XB=0.0,360.0,0.0,13.0,1.1,2.9 (the mid-z
is not changed...).
Add the line:
&MISC EVACUATION_DRILL=.TRUE., RADIATION=.FALSE., EVACUATION_MC_MODE=.FALSE. /
This shows just the evacuation meshes, so you really see that there
is just OBSTs in the evacuation mesh. (Use the Show/Hide => Geometry =>
Surfaces menu in Smokeview to get rid of the Exterior surfaces. Smokeview
shows the -z and +z planes of the evacuation mesh boundaries as solid
by default.)
Change the XBs of your EVAC,EXIT, outflow VENT lines also, so that
their z-coordiates will fit inside the new z-range of your evacuation
mesh XBs.
After these corrections I was able to initialize the agents.
