Send msg on disconnect #43

There is a TODO in the net code to send a message over the wire when an error occurs, before returning and causing the connection to be closed.

This should happen.

I'm now unsure about whether or not to make this change. In any case, I'm pushing it off from 0.23.

Everything gets handled as-is. Dropping issue.
