Tag suggestions can be generated based on records in conflict. In this case, there are no records in conflict, so no tags can be suggested. Beyond that, human intervention is required. You can assume no tags are needed (based on none suggested), or the author should provide the appropriate tags to override Wrye Bash's behavior.
