Enable Lelantus manual page does not show page #1270

Choosing Enable lelantus manual-anonymize page does not show the tab even when Lelantus graceful period is not over.

Lelantus Page is to create Lelantus mints, so no need to show the page during graceful period. Graceful period is for spending Lelantus but not for minting, it is disabled during graceful period. I think correct solution for this is to remove also the setting option. I am assigning it to @levoncrypto ( Narek)
