Update team computers with 2020 software #16

Will require downloading it from elsewhere or waiting until we can access WPILib stuff from HACTC. At least update the ROBO-01 and ROBO-02 computers.

Done. There's still some work to do on getting the code all up-to-date for 2020, but the applications on these computers is up-to-date for 2020.
