Update drive pod to use Spark Max/Neos #30

Depends on first completing issue #29 . Then update drive pod to have two Spark Max/Neo pairs, where one is leader and the other follower.

Reported to work! Merged into develop as of 9efb520f22dc668910074d7d5a78ce49dff64468
