The generated app will not have a .ruby-version file and the version of Ruby will no longer be specified in the Gemfile .

@jelaniwoods Did we decide that making this change is pointless since the Ruby version remains in Gemfile.lock?

I guess I wasn't sure that this change would be pointless or not. I'll just close this then.
