Upgrade to pykeybasebot 0.1.6 #22

Right now we're using 0.1.1, and 0.1.4 seems to have changed a lot including the interface for how to use it. To make things simpler, I should upgrade to this before writing the keybase tests (#20).

I decided to go ahead and write keybase tests with pykeybasebot 0.1.1, because 0.1.4 seems to have problems: https://github.com/keybase/pykeybasebot/issues/14
