Currently we detect 3xx redirects but not JS/meta redirects. It is not 
possible for Page Speed to infer JS/meta redirects from the inputs provided 
(we could parse for meta refresh tags but ideally we would not do any html 
parsing) so it would be good to allow the input provider to annotate that 
certain requests are redirects to other URLs.
