Survey feature missing (new URL reference feature?) #66

To add some scale to the problem. There are 42 defined agency level surveys containing 913 questions applied to over 9k client response records.

So, yea, it is safe to say that MN uses the survey feature. 22 Agencies have defined surveys:

No use of the Survey feature in WAv8 was indicated by DOE and test users. Per discussions with stakeholders, the team determined that the Survey feature was no longer within the scope of WA and intentionally omitted from WAweb.

Please provide specific (and current) use cases where survey use is a core function of WAP implementation and cannot be accomplished by readily available tools outside of Weatherization Assistant.

Perhaps this can be implemented with some kind of reference feature. If there are things (surveys, PL forms, photos, etc) desirable to attach at some level (account, audit, work order), perhaps we could store the reference (URL) of those documents in some organizied way. The ORNL database would not store the actual file (those would be on some other server like Box, DropBox, GoogleDocs etc) but it would store the URL link to the resource/file.

The work around would be to store the URL references in comments, but, it might be better to have something a little more organized so that at least each reference could have an object it is related to, a file type, and perhaps a description.
