Cost Center Naming Convention (proposed) #73

A best practice naming convention spreadsheet has been added to the code area and is shown below.

Given that we do not have cascading type selection here, a naming convention is propsosed. This has been implemented as of 3/22/24 for Agency SEMCAC.
