EIA Escalation Rates for 2023? #97

I see in the latest API JSON input spec (10.05.016 4/25/2024) that the latest year for escalation rates by reference is 2022:

Will the next version have 2023 (and maybe 2024) available?

Noted. No one seems to be using the "Fuel Escalation Rates by Reference" and is simply including the "fuel_escalation_rates" in the input json. We are doing the same from WAweb since there are reasons to have modified escalation rates (e.g. including SCC per WPN 22-10).

2023 rates are published and shown on the lister pages. 2024 is not yet released.

Will have to see if we should just drop the "by reference" option.
