Desired reporting with multiple conditions? #14

Evolving problems may not be getting reported in the desired way, maybe, but I don't know what's desired here.

Last JFK report was 6 hours ago for traffic management. There's a full ground stop now that was never reported. There are a couple other JFK references in the XML.
