Create new scripts for Packer and whatnot with all other Ready To Use Issues resolved.
Create new EC2 instance via scripts
Update Linux kernel via apt-get with all security patches
Restart on the AWS level the EC2 instance
See if ssh access remains
If not, research.

I will test totally vanilla Ubuntu 14.04 HVM with kernel security patches first.

Sorry this took so long, kernel updates are no joke.

Testing results:

Vanilla Ubuntu 14.04.1 from Canonical has no issues with SSH, or after EC2 stop/start cycle.
Upgrading from 18F Ubuntu 14.04 0.1.4 to current Ubuntu 14.04.1 with all security patches, including kernel updates shows no issues on EC2, even after system level restart.
Using EC2 to stop-instances the instance, then run-instances results in no SSH issues!

This one appears to be fixed! :star2:
