README for `fission-codes` GitHub org

Motivation

Fission's GitHub presence sprawls like Virginia Creeper in the summer. We need a top-level README for the main Fission Codes GitHub Org that directs folks to our multitudinous endeavors.

Finish Line

Simple README that hits the high points while giving folks a decent idea of what Fission is/does.

README will get inserted into the top-level org page like so:

I focused on Working Groups, Webnative, as well as Social Connect.

Other things that could be included:

• "Fission Stack":
  • Fission Server
  • Auth Lobby
  • CLI
• go-car-mirror - wasn't sure how to talk about our infra work we're doing. Is there a Working Group or main page I could link to?
• Dashboard, Drive, other webnative apps ... feels like some of these should move to the Webnative Examples org?
• CASA
