WIP: IPFS file storage for Discourse #3

We previously funded a a Discourse IPFS plugin, where uploaded files are put on IPFS.

It has now grown stale, and this uses our (deprecated) Fission endpoint.

This is a work in progress (WIP) issue

Long ago and far away I had had Uppy in my list of projects that we might add IPFS support for. Which I should certainly add as another bounty.
