Mastodon https://joinmastodon.org is an open source micro blogging / twitter clone:

Mastodon is a free, open-source social network server based on ActivityPub where users can follow friends and discover new ones. On Mastodon, users can publish anything they want: links, pictures, text, video. All Mastodon servers are interoperable as a federated network (users on one server can seamlessly communicate with users from another one, including non-Mastodon software that implements ActivityPub)!

Look at the different options for file hosting and enable storing images, videos, and other supported attachments on IPFS.

Just as background, this has been discussed a few times in the mastodon project:

https://github.com/mastodon/mastodon/issues/360 and other issues linked from there always seem to end up closed by the project maintainer.
