The CLI sometimes struggles to obtain / maintain peer connection with Fission's IPFS nodes.
CLI will fail to publish (often from the github action)
[ ] Upgrade the CLI's go-ipfs version to at least 0.11
[ ] Configure Swarm.EnableHolePunching
