incorporate myquota #40

Incorporate a myquota command so that the user that is copying data over can get a notification if they may potentially run into space issues. Maybe check if they are using like 90% of their allotted storage?

I think we should move this to a separate repository. Something like cis-tracking. The check could be set up in separate cron jobs.
