Fixed Special Services Types, was not being assigned in the correct position in the Array

Nice catch! At some point, a few WSDL versions ago, FedEx standardized the array nesting on a number of different API responses, and while I've updated most of them, there may be a few other places in the code where this change needs to be made. I'll keep my eyes peeled.
