Whisper lag when many players are talking at once

When there are many players whispering at once the bot will lag.

Discord's api has a 50 requests per second rate limit API will return a HTTP 429 if it is exceeded, and the discord library handles the retries in that case, but requests get queued up and executed in sequence

Proposal:

• Send the whisper to the recipient
• Slate the whisper to be reported to the storytellers
  • ST whispers should go out no faster than X per second -- and maybe limit to K st direct messages at the same time

K and X need determined

Is this issue closable now that we've moved to whisper channel so it's not forking whispers to all STs?
