Add an R script that downloads the SSA life tables #103

This downloads the relevant tables from the SSA used to produce the aging curve. You could use this to reproduce the analysis in 2018 or future years.

Thanks for your note. This is a cool addition! Since this repository is a record of the data and code that was used in our stories, we're going to keep in there only what we used to produce the story. Thanks!
