Bugfixes for GOP phrases code #74

Fix (and test for!) two issues:

ngram_freqs drops the last token
integer division errors in tfidf_dicts_from_freq_dicts

Just curious @forecasterenten @natesilver538 @adamobeng Do you all open source your presidential forecast model? I'm trying to do some forecasting of my own for fun and wanted to see how y'all are doing it. Thanks!

Thanks for your note. Since this repository is a record of the data that was used in our stories, we're going to leave it as it was a the time of publication.
