This PR includes the following updates:

Ad package version range updates within the packages.yml file.
Added resources to the README
Added Spark compatibility to README (may switch to Databricks).

DO NOT MERGE UNTIL INDIVIDUAL AD PACKAGES ARE UPGRADED

Heads up here -- @DylanBaker mentioned there are a few extra things he'll need to do to get this working properly. Dylan - can you do that work on this branch?
