Create quickstart.yml #21

Small PR to add quickstart.yml to be properly parsed by the Quickstart automation.

As this is just an addition of the quickstart.yml, there is no need for a new release or version bump.

FYI the source Issue #15 was opened as well following this addition. There is no need to halt this rollout, but we should update the issue in the upcoming sprint.
