for some campaigns, we do a lookup to check if the email of the supporter is already known (= already in the CRM of the organisation and with a gdpr consent given)
if that case, we do not skip a "normal" email to ask if the supporter want to opt-in or not, but only to confirm the action.
we do not distinguish the signatures between:
the supporter was already a member and signed
the supporter is a new member that signed
this is especially important to be able to measure if a campaign (or a specific promoting action) is successful because it (re)activates existing supporters vs reaching to a new audience.
