Implement agreements workflow #3

The agreements workflow should be implemented as follows.

  1. The AS queries for offers.
  2. It chose one of the offers and send a proposal.
  3. It may receive responses for this proposals.
  4. If proposal was accepted it receives a contract, it then register the agreement in the database.
