window: make arrows visibly inactive #24

the arrows previously looked the same as the menu button before, which caused users to believe it was clickable when it wasn't. in lieu of bringing back the swap button, this should make this decorative element more clearly decorative and inactive.

Marking as draft for now because I'm not 100% sure this is the best way to do it yet, and I'd like to get confirmation from the Circle team that this would be good. Also, the contrast isn't good enough, so I might have to tweak the opacity or something to avoid it becoming completely inaccessible.
