User-provided metadata associated with each dataset, for the purpose of data cataloguing, will be in line with Dublin Core standards including:

[ ] title
[ ] unique name
[ ] notes
[ ] maintainer name
[ ] maintainer email
[ ] Office/Cluster/Subunit
[ ] free tags

@jonathansberry your thoughts on this has probably grown since we first drafted the requirements; essentially, what resource metadata do we want to collect in ZaRR

I think we could need to use ckanext-scheming for any custom metadata fields. https://github.com/ckan/ckanext-scheming
