Varying decimal and date formats in Google spreadsheet export #229

I just looked into my "My Tracks" spreadsheet where I have several tracks.
There seems to be an issue with the interpreation of date and decimal info in
some tracks.

As you can see in the screenshot, the first two tracks were recorded back in
April 2010. As the time zone info indicates, they were recorded in Europe. The
3rd and 4th track were recorded in the U.S. in october and November.

All tracks were uploaded from the same device (HTC Desire), but the first two
must have been Android 2.0, while the last two were Froyo.

Look at how the date (column C) and decimals (columns F, H, I, J) are
interpreted differently.

Decimals in the upper rows are written with a comma as decimal separator and
are interpreted as numbers in the spreadsheet. Decimals in the lower rows have
the decimal point and are interpreted as text. In field H5, the value "15.09"
has been interpreted as the date "September 09" (german format).

To me it looks as if something that has worked in April doesn't work any longer.
