Ability to save HRM/sensor data without GPS signal #337

We should allow users to record HRM data independently from GPS data - e.g. if 
they're doing some indoor activity for which they want the sensor data recorded.

For the record there is a check TrackRecordingService which will record a 
location is sensor data is present regardless of other criteria.  That said 
there are lots of other places that assume the user is moving.

Yup, that does assume you have a location fix, though.

I do a lot of indoor activities and would really like to see this feature as

I'm sorry to hear this. I need the indoor feature to track HR (no dependency on 
GPS) and last year went to another tracking software that accommodates indoor 
activity. I was really hoping to come back to MyTracks and support the project.

This is a must have for me.  But looks like it's going to take a decade or so 
before there is any movement at this station.

I've been looking for some way to record hr during the night to compare with 
sleep tracker apps. I haven't been able to find anything that appears to be 
able to serve this function. Could be a great additional use for mytracks.
