Clarify licensing of CSGPrivate.h #42

Hi, I'm the original author of CGSPrivate.h and recently I've become aware of its use in a fair few projects. To make things easier, I've re-licensed the file here to explicitly allow re-use in other projects:

Feel free to update the file in your repo if you feel that the original GPL licensing doesn't match your needs.
