The homepage states that "this dataset is not available at this time" [1], therefore I'd propose to remove the link to the "Download Page" (which is 404 anyway).
However, there is an unofficial copy here: https://github.com/HoaNP/NSL-KDD-DataSet You could link this explicitly e.g. as "Download Page (unofficial copy)".
