Added rtl-sdr #20

Fixes #19

Adding the rtl-sdr in the list of SDRs. It is the best tool beginners and also the cheapest SDR available in the market.

Adding the RTL-SDR as an entry-level option is fine by me. As you put it under the tools category I'd prefer linking to https://www.rtl-sdr.com/buy-rtl-sdr-dvb-t-dongles/ as it redirects to the actual device. The main landing page https://www.rtl-sdr.com/ would be more suited as a blog candidate. I would not want to list it twice though. So could you please either fix the URL or the category?

@0xricksanchez I have corrected the link to rtl-sdr under tools and added the main one in blogs. Hope this sounds good now.
