[BUG]: Robbery Peds are glitched

Current Behavior

Currently since last tsunami the robbery peds at BurgerShot, up n atom, tequila, and all stores in city and in sandy are glitched in a loop outside the building somewhere falling through the map in an endless loop. they are still able to be robbed if cops are clocked in, we tested if they have a gun pointed at them they have the red statement saying there aren't enough cops on. Also as for BurgerShot and up n atom we cant call the cops with the ped even if we go outside you cant third eye it because its falling. we drove to multiple stored in city and in sandy all with the same issue.

Expected Behavior

i assume making the peds client side moveable again would fix it back, just making them not locked in place

Steps To Reproduce

just looking around the building in the back side or street and you will see them falling through the ground in a loop

@falling in discord has clips but its easy to see if you fly in and go to any store

scratch that they are not able to be sucsesfully robbed it just instant cancels it because they are in the street and it says you left the area
